The need for a tool to optimize salary costs and plan services realistically and efficiently was key to improving service quality and ensuring proper use of public resources.
Challenge
UNED faced insufficient cleaning services due to an extremely tight budget and a limited number of tasks.
The institution needed a solution that would allow it to create a realistic budget and justify the costs associated with the cleaning service, always respecting the corresponding collective agreement.
Additionally, the goal was to significantly improve the quality of the service, ensuring a transparent and adequate tender process.
Solution
Foqum, through its op2aim tool, offers a pioneering solution to optimize salary costs. This tool enables the dimensioning and planning of the service during the budgeting and bidding stages.

In collaboration with UNED, Foqum conducted a pilot to analyze the actual cleaning service landscape at the various campuses in Madrid. Through op2aim, an optimized solution was generated that exponentially improved the quality and efficiency of the service. This tool allowed for the creation of a justified and realistic budget, aligned with the actual tasks and needs of the cleaning service.
Thanks to the results obtained, UNED published the contract on the state procurement platform and on its contractor profile, commencing the service with a new cleaning company.
